Persons wishing to exempt their
futures positions from speculative position limits in special cases
must file a justification with the Commission.
This collection is
implicated in a current proposed rule (NPRM) issued on November 15,
2013, involving modifications to the aggregation provisions of Part
150 of the Commission's rules for position limits for futures and
option contracts. The NPRM has generated considerable public
comment, resulting in one extension of the comment period. However,
a second extension of the comment period was added as a result of a
December 9, 2014, public meeting of the Commission's Agricultural
Advisory Committee. The second comment period extended for an
additional 45 days, ending January 22, 2015.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
