The reporting, recordkeeping and third
party dislcosure requirements implement Section 251 of the
Communications Act of 1934, as amended, to promote deployment of
advanced services without significantly degrading the performance
of other services. All the requirements will be used by the
Commission and competitive local exchange carriers (CLECs) to
facilitate the deployment of advanced data services and to
implement Section 251 of the Act.

The Commission is reporting an
adjustment to the burden hours because the number of reporting
entities has reduced. This burden falls on incumbent local exchange
carriers (LECs). Over time, consolidation of incumbent LECs has
reduced their number to from 1400 to approximately 750; therefore,
the number of responses has been reduced to 750. The total number
of annual responses has also been reduced from 17,340 to 9,720. The
annual burden hours for this collection are now estimated to be
down from 61,490 hours to 32,845 total annual burden hours.
