The information for this report allows
the U.S. Coast Guard to provide timely response to an emergency and
minimize the environmental damage from an oil or hazardous material
spill. The information also allows the Coast Guard to control the
location and procedures for lightering activities.
This collection of
information is associated with the below listed Final Rule.
The change in burden is a
PROGRAM CHANGE due to the MARPOL Annex I Amendments rulemaking that
increases the reporting requirements. The rulemaking establishes a
new tank vessel reporting requirement to notify the Coast Guard in
advance of an STS Operation. The methodology for calculating burden
remains unchanged.
