The change in burden is a PROGRAM CHANGE due to the MARPOL Annex I Amendments rulemaking that increases the reporting requirements. The rulemaking establishes a new tank vessel reporting requirement to notify the Coast Guard in advance of an STS Operation. The methodology for calculating burden remains unchanged.
