The National Transit Database (NTD)
was established by Congress to be the Nation's primary source for
information and statistics on the transit systems of the United
States. 49 U.S.C. 5335 requires the Secretary to "maintain a
reporting system, using uniform categories to accumulate public
transportation financial, operating, and asset condition
information using a uniform system of accounts." Recipients of
grants from the Federal Transit Administration (FTA) under the
Urbanized Area Formula Program (§5307) or Other than Urbanized Area
(Rural) Formula Program (§5311) are required by statute to submit
data to the NTD.

The program adjustment increase
of 64,300 estimated annual burden hours (302,400 proposed - 238,100
previously approved ) is due to FTA's inclusion of rural transit
reporters to NTD reporting and FTA's ability to more accurately
capture the number of hours required to successfully submit a NTD
report.
