Abstract: This is a new two-year clearance request for the National Institute on Drug Abuse (NIDA) Drugged Driving Reporting Systems Phase II Small Business Innovation Research (SBIR) contract. The contractors, Advocates for Human Potential (AHP) and Carnevale Associates LLC (CALCC) will use an online survey system to collect data on drugged driving using the Drugged Driving Survey (DDS), an instrument developed for this project. The DDS is designed to collect the national minimum data set (NMDS) necessary to understand the magnitude of drugged driving behavior in the U.S. Three State Departments of Motor Vehicles (DMVs) will be selected to recruit 3,750 drivers ages 18 year old and over, to answer an anonymous online survey. The contractors will assess the effectiveness of these methods of implementation and conduct qualitative and quantitative data analysis to assess the effectiveness of the implementation process and to provide comprehensive data on drugged driving for the targeted audience that include researchers, policy-makers, prevention and treatment programs, prescription drug monitoring programs and law enforcement programs. Results of the study will help those targeted audiences in the field of drugged driving with a much needed instrument that consistently measures various aspects of substance use and driving behavior, and that the data collected by it is reliable and dependable for researchers. The data from the DDS will be compared across states and settings, as well as to a variety of existing governmental data sets to determine if it produces stable and consistent results. In addition these researchers, policy-makers and others will have access to enhanced data to provide for decision-making support.
