Fishermen in Federally-managed
fisheries in the western Pacific region are required to provide
certain information about their fishing activities. These data are
needed to determine the condition of the stocks and whether the
current management measures are having the intended effects, to
evaluate the benefits and costs of changes in management measures,
and to monitor and respond to accidental takes of endangered and
threatened species, including seabirds, sea turtles, and marine
mammals. This request is for revision and extension of the
previously approved information collection under OMB Control No.
0648-0214. The following changes are being made. Pelagic
transshipment reports will be removed from this collection as they
have been superseded by Transshipment Requirements under the
Western and Central Pacific Fisheries Commission (OMB Control No.
0648-0649). Pelagic squid jig (OMB Control No.0648-0589) and
deepwater shrimp (OMB Control No.0648-0586) logbooks will be
removed from their previously approved collections and incorporated
into this collection.

The estimates of respondents,
responses, and burden hours were updated and recalculated based on
the previous calendar year's report submissions and changes to the
collection. Program Changes: Transshipment reports were removed
because they are now in a separatecollection (OMB Control
No.0648-0649). This removed 50 responses and 4 hours. Reporting for
Pelagic Squid Jig and Deepwater Shrimp were added to this
collection and will be removed from their previous collections (OMB
Control No.0648-0589 and OMB Control No.0648-0586): 30 responses
and 8 hours were added for Pelagic Squid Jig logbooks; there was no
net addition of burden for deepwater shrimp logbooks and sales
reports, as the total crustacean logbooks and sales reports
reflects the current estimate including for deepwater shrimp. Net
changes: decrease of 20 responses and increase of 4 hours. The
decrease is responses results in a decrease of less than $3.
Adjustments: Pre-trip notifications were inadvertently omitted from
the previous extension and were added back in (5,030 responses and
419 hours). Burden estimates were adjusted: respondents increased
by 132 to 512, and responses were reduced by 15,150 because the
previous estimate was incorrect for longline logbooks. Estimated
burden hours decreased by a net 11,360 due to additions and
corrections of responses and logbook preparation times.
