Prior to the
commencement of the Public Employment & Payroll Forms
distribution, the Census Bureau shall provide on its Internet site
prominent links to a set of finalized survey forms, including
instructions and cover letters, comparable to those provided for
the 2012 Economic Census report forms. The final forms and letters
shall reflect any changes in the survey year, OMB number expiration
date, and Census leadership from those submitted for review.

This program provides government
employment and wage data for state and local governments by
functional categories. The data are used to monitor the government
sector of the economy and to formulate, develop, and review public
policy. Federal agencies, state and local governments and the
private sector use these data. The respondents to this survey are
state and local governments.
The current OMB inventory was
based on the previous submission, which included one annual survey
year (averaging ~13,500 burden hours) and one Census year
(averaging ~81,500 burden hours). The new OMB submission's burden
statement cited above is an average of two annual survey years and
one Census year; thereby, decreasing the average burden hours.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
