clarify paperwork burden for the importation of dogs into the
United States, specifically those requirements and burdens
pertaining to rabies vaccination requirements, exemptions from
rabies vaccination requirements, and to implement a new process for
application and issuance of permits to import unvaccinated animals
who do not meet the exemption requirements.
