SPECIFIC PTA QUESTIONS
1. Reason for submitting the PTA: Updated PTA
Form I-824, Application for Action on an Approved Application or Petition is set to expire on September
30, 2015. The purpose of the revised Form I-824 and the instructions is to add USCIS ELIS Account
number fields for electronic filing to improve USCIS operations’ efficiency in the current technology &
system. In addition, Province, Postal Code, and Country fields were added under both physical & mailing
address sections to allow customers to file the Form I-824 abroad.
This revised form is also being updated to clarify areas of the instructions, to make them easier to
understand for the customer, and to incorporate standard language in the instructions/formatting required
by OMB.
Form I-824, Application for Action on an Approved Application or Petition
Applicants use Form I-824, Application for Action on an Approved Application or Petition, to file an
action for the approved underlying application or petition when the petitioner/applicant either changes his
or her nonimmigrant or immigrant status or needs a new action by USCIS or Department of State (DOS),
which is different form that originally requested. Applicants also use the form to request a duplicate
approval notice from USCIS or the U.S. Customs and Border Protection (CBP) of a petition or
application previously approved.
Form I-824 may be used in the following circumstances:
1. To request a duplicate approval notice;
2. USCIS to notify a new U.S. consulate through the DOS National Visa Center (NVC) or Kentucky
Consular Center (KCC) concerning the approval of a nonimmigrant visa petition or to notify a new
port of entry concerning the approval of a waiver application.
3. USCIS to notify a U.S. consulate through the DOS NVC that an individual’s status has been
adjusted to permanent resident based on an approved Form I-485 application;
4. USCIS to send an approved immigrant visa petition to the DOS NVC;
5. USCIS to notify the DOS that an individual has become a U.S. citizen through naturalization
CBP also collects and stores I-824 data to process requests for a duplicate approval notice. CBP’s
Admissibility Review Office records the I-824 information in the Automated Targeting System’s
Targeting Framework for case management purposes, as well as recording the issuance of an approved I824 in TECS to facilitate inspections at the border. A copy of the approval is sent to USCIS to be stored
in the A-File.

USCIS uses CLAIMS 3 to process Form I-817. The physical form and supplemental evidence is stored in
the Alien File or Receipt File.

application, who requests USCIS to take either an action or to notify U.S. Department of State about the
petitioner/applicant’s new request of his or her immigrant benefit(s). USCIS and CBP also use the form
to request a duplicate approval notice of a previously approved petition or application.

INA 264(f) (8 U.S.C. 1304(f)) provides the
Secretary of Homeland Security with the specific
authority to collect SSNs of those applying for
immigration benefits. USCIS collects the SSN to
facilitate and expedite the adjudication of the
applicant’s request for a Form I-824 Application for
Action on an Approved Application or Petition. The
SSN information is used to establish and
corroborate the applicant’s identity.
The SSN information collected within the Form I824 application is also used to assist DHS in
enforcing the immigration laws of the United States
by providing timely and accurate information about
persons who are subject to those laws. USCIS
personnel conduct background security checks on
applicants for the purpose of determining whether
the applicant has established eligibility for the
benefit requested. Because the I-824 is typically a
non-interview, paper-based adjudication, the SSN is
especially useful and provides significant
information to verify an applicant’s identity and
his/her claim to eligibility: providing a critical tool
for more accurate and appropriate adjudication

When data is sent over the Internet, each unit transmitted includes both header information and the actual data being sent. The
header identifies the source and destination of the packet, while the actual data is referred to as the payload. Because header
information, or overhead data, is only used in the transmission process, it is stripped from the packet when it reaches its
destination. Therefore, the payload is the only data received by the destination system.
