FRA has determined that public safety compels issuance of this Emergency Order requiring the National Railroad Passenger Corporation (Amtrak) take actions to control passenger train speed at certain locations on main line track in the Northeast Rail Corridor (NEC) (as defined by 49 U.S.C. 24905(c)(1)(A)). Amtrak must immediately implement code changes to its Automatic Train Control (ATC) System to enforce the passenger train speed limit ahead of the curve at Frankford Junction in Philadelphia, PA where a fatal accident occurred on May 12, 2015, and must also develop a written action plan and post speed signs along the NEC to maintain rail safety. Amtrak must notify FRA upon completion of the installation of those signs.

This submission is a request for an extension with change and regular Clearance for this information collection previously approved under Emergency Processing procedures. FRA is requesting a total burden of 287 hours and 195 responses. There is one (1) adjustment at this time. The table provided in the answer to question number 15 of the attached Supporitng Justification shows this change in estimate. Total adjustment(s) shown in the provided table increased the burden by 45 hours. There is no change in the number of responses. The current OMB inventory shows a total burden of 242 hours and a total of 195 responses for this information collection, while the present submission exhibits a total burden of 287 hours and 195 responses. Hence, there is an increase in burden of 45 hours, but no change in the number of responses. The cost to respondents has increased by $2,797. The increase in cost is due to an adjustment. Specifically, under Item number 5 of the Emergency Order pertaining to the installation of NEC wayside signs, FRA revised the amount of time that it would take to install these signs from 15.4839 minutes to 30 minutes. This increase in time estimate raised the cost for sign installation from $2,976 to $5,773. Hence, the increase in cost amounts to $2,797.
