Section 608 of the Clean Air Act
(CAA), also known as the National Recycling and Emission Reduction
Program (the Program), directs the Environmental Protection Agency
(EPA) to issue regulations governing the use of ozone-depleting
substances (ODS), including chlorofluorocarbons (CFCs) and
hydrochlorofluorocarbons (HCFCs), during the maintenance, service,
repair, or disposal of air-conditioning and refrigeration
appliances. EPA is amending 40 CFR part 82, subpart F, the National
Refrigerant Recycling and Emissions Reduction program, by updating
existing requirements and extending them, as appropriate, to
non-ozone-depleting substitute refrigerants, such as
hydrofluorocarbons (HFCs). In the process, EPA will be revising and
extending the recordkeeping and reporting requirements for persons
selling, purchasing, using, recovering, reclaiming, and disposing
of ozone-depleting and substitute refrigerants.

Changes are primarily due to
extending the existing requirements under the Program to cover
appliances containing HFCs, and revising recordkeeping associated
with leak repair and appliance disposal.
