As provided by the Higher Education Act of 1965, as amended, (HEA) these regulations allow students with intellectual disabilities, who enroll in an eligible comprehensive transition program to receive Title IV, HEA program assistance under the Federal Pell Grant, the Federal Supplemental Educational Opportunity Grant (FSEOG), and the Federal Work Study (FWS) programs (see sections 484(s) and 760 of the HEA).
Section 668.232 – Program eligibility
The regulations identify the procedures an institution must follow to apply to the Secretary for a determination of eligibility of its comprehensive transition program for students with intellectual disabilities to receive Federal Pell Grant, FSEOG, and FWS program funds.
Section 668.233 – Student eligibility
The regulations identify how a student with intellectual disabilities could qualify for the benefit and include the general types of information that must be collected to provide evidence of the intellectual disability.
As of November 2015 there are 39 institutions that have applied for and been approved to offer financial aid through comprehensive transition programs (CTP) for students with intellectual disabilities. We are estimating additional participation in the CTP of 6 institutions for a total of 45 institutions. Of the 45 institutions we estimate 36
total private institutions, an increase of 16 from the prior collection.

As of November 2015, there are 140 eligible students at 39 approved institutions that have received financial aid through CTP for students with intellectual disabilities. The institutions have met the information collection to determine student eligibility through contact with the LEA or other qualified professionals. We are continuing to include the current estimated 50 eligible student responses for a total of 190 eligibility determinations.
