T ITLE OF INFORMATION COLLECTION: Three Rivers Feasibility Study Navigation Closure Survey


PURPOSE: The U.S. Army Corps of Engineers (USACE) Little Rock District, (SWL) seeks to conduct a survey of commercial shipping companies that use the MKARNS to transport commodities. The area includes river terminals in Oklahoma and Arkansas. SWL will incorporate survey information into a General Investigation Feasibility Study of long term solutions to erosion near the Montgomery Point Lock and Dam at the confluence of the Arkansas, White and Mississippi rivers that could result in a potential loss of the navigation pool at the dam. As part of the study, we are surveying shippers along the MKARNs to help us better understand the potential economic effects of a long-term disruption in navigation through the area near the Montgomery Point Lock and Dam. Part of the study requires an examination of how shippers would respond if navigation through Montgomery Point was restricted for an extended period. Survey will provide information to determine if tentative project costs would be justified by reducing risks of losing the navigation pool at Montgomery Point.


DESCRIPTION OF RESPONDENTS: The survey population will consist of shipping companies at ports and terminals along the MKARNS. There are approximately 60 river terminals along the MKARNS with about 70 shipping companies.

There are 60 river terminals hosting approximately 70 businesses that ship commodities on the MKARNS. Given the relatively small universe of potential survey respondents, sampling will not be required; and all shipping companies will be provided an opportunity to complete the survey questionnaire. With the assistance of the Arkansas Waterways Commission, the Oklahoma Department of Transportation Office of Waterways, and Arkansas Association of Port Operators, shipping companies will be notified and encouraged to respond to the survey. Surveys will be conducted by telephone and by personal interview (likely up to 10 terminals). These terminals will be selected based on primary types and volume of commodities shipped. SWL will conduct follow-up phone calls if necessary.
