T ITLE OF INFORMATION COLLECTION:

Assessing the value and the flood susceptibility of industrial assets to the storm surges associated with tropical events for commercial and industrial properties located within the Coastal Texas Ecosystem Protection and Restoration, Texas (Coastal Texas) evaluation area.


PURPOSE:

The U.S. Army Corps of Engineers, Galveston District request approval of a survey instrument for collecting commercial and industrial flood damage information from property owners in the coastal portions of counties located in the Coastal Texas Feasibility Evaluation area. The focus of this survey is to assess the exposure value of assets at risk from previous floods and the flood damages that could be incurred had the previous flood events been more severe. The survey responses will assist the Corps in formulating the most economically feasible and environmentally acceptable flood risk management plan for the coastal counties in the Coastal Texas Evaluation area.


DESCRIPTION OF RESPONDENTS:

Approximately 2,000 buildings are classified as industrial buildings in the structure inventory collected for the Coastal Texas evaluation. These buildings are primarily located on a large industrial property with restricted access for the public. The buildings contain contents, inventory and equipment, that are unique to their particular line of business. The value and susceptibility of the contents of these buildings to flood damage cannot be accurately estimated without the input of owners or plant managers of the industrial property. The owners/managers of the property may also take protective action when a flood is likely to threaten the value of these assets. Determining the value and the vulnerability of the contents of these commercial and industrial buildings will require the input of the plant managers associated with the industrial properties.

Approximately 2,000 buildings have been classified as industrial in the structure inventory. One industrial property can contain a large number of buildings. The properties in the overflow area will be identified and the local sponsor will be asked to distribute the survey to as many industrial owners as are willing to participate. It is expected 50 to 100 industrial properties containing several buildings will complete the survey. However, the number of respondents to complete the survey is based on the willingness of the owners and facility operators of industrial properties to participate in the industrial survey.
