Per 20 U.S.C. Section 9134, State Library Administrative Agencies [SLAA] must submit Five Year Plans with specific goals and activities on which they will expend their annual state grant. 20 U.S.C 9134(c) specifies that "Each [SLAA] receiving a grant under this subchapter shall independently evaluate, and report to the Director regarding, the activities assisted under this subchapter, prior to the end of the 5-year plan.” The attached Guidelines are basis on which evaluation occurs.
