The purpose of this request is to seek
the Office of Management and Budget’s (OMB) approval for a new
information collection that is associated with a Final Rulemaking.
A Notice of Proposed Rulemaking was published on September 30, 2015
(80 FR 58911). OMB filed comment on the proposed rule in accordance
with 5 CFR 1320.11( c ) and assigned an OMB number. However, OMB
did not provide approval to conduct or sponsor an information
collection under the Paperwork Reduction Act until the final rule
stage. Therefore with the publication of this final rule, FTA is
seeking approval of a new information collection entitled "National
Transit Asset Management (TAM) System". The purpose of this program
is to require FTA grantees to develop management plans for their
public transportation assets, including vehicles, facilities,
equipment, and other infrastructure. Collecting this data
establishes a strategic and performance-based process for
operating, maintaining, and replacing public transportation capital
assets throughout the life cycle of those assets. This data will
allow FTA and funding recipients the ability to justify and
prioritize the federal investment in the Nation's transit systems
and lay out a strategic approach to maintain and improve capital
assets, based on careful planning and improved decision-making,
such as reviewing inventories and setting performance targets and
budgets to achieve state of good repair goals.

FTA made revisions to the
burden estimates for the Paperwork Reduction Act analysis of the
final rule in response to comments received during the NPRM
process. The revisions include: increasing the labor rate for the
analytical processes and project prioritization task for tier II
providers from $23.04 to $41.98 (also reflecting the update to May
2015 BLS data), increasing the number of hours for asset inventory
task by 96 hours for the first 2 years and 36 hours thereafter. FTA
also added costs for information technology support of TAM plan
development in the amount of $5,000 per plan. In addition, the
total annual number of respondents was reduced from 3,998 to 2,998
due to policy changes and availability of new data. Finally, FTA
incorporated a high cost case estimate to account for the
potentially higher labor rates if contractors conduct the work
required to meet the requirements of the rule.
