This is a renewal request of a long
running data collection series. The target population has decreased
slightly because plants either closed or were merged with other
plants and are now reporting as combined units. The estimated
average number of minutes it takes to complete a questionnaire has
remained the same as three years ago. One extra data collection
period was added for the first of March to allow for late
ginnings.

The program change includes the
inclusion of a March 1st survey to collect data from operations
that have late ginnings. The adjustment are due to small
adjustments in the monthly sample sizes, and the increasing of
projected response rates based on response rates from the previous
year.
