The OSV posting/marking requirements are needed to provide instructions to those on board of actions to be taken in the event of an emergency. The reporting/recordkeeping requirements verify compliance with regulations without CG presence to witness routine matters, including OSVs based overseas as an alternative to CG inspection.

The change in burden is an ADJUSTMENT due to a change (i.e., increase) in the estimated annual number of respondents. There is no proposed change to the reporting and recordkeeping requirements of this collection. The reporting and recordkeeping requirements remain unchanged. The methodology for calculating burden was revised to better distinguish between the burden elements. The last ICR simply estimated 3.4 responses per respondent. This ICR presents 3 distinct burden elements—(1) plan review and records submissions; (2) recordkeeping & posting/marking; and (3) alternative annual inspection submissions. This ICR also shows the difference in activity level between existing OSVs and newly constructed OSVs.
