Explain:  

There have been a lesser number of applications being submitted to FEMA.  Therefore, the number of respondents and annual burden hours has decreased.  The average burden per response in hours was changed due to provide a better estimate in hours. There has been no changes to the information being collected for FEMA Form 119-0-1.
