This information covers the collection
of annual report data for gas distribution pipeline operators.
PHMSA proposes to revise the Gas Distribution Annual report to
collect the number of EFVs installed on multi-family dwellings and
small commercial businesses. PHMSA also proposes to collect the
number of curb valves installed. Currently, operators are required
to submit the total number of excess flow valves installed on
single family residences and the total number of EFVs within their
system.

Data that was analyzed during
the development of the Regulatory Impact Analysis identified a
slight change in the size of the affected entities. During the NPRM
stage, PHMSA estimated 1,440 responses. This number has been
revised to 1,446. This information was derived from annual report
data culled from the 2015 reporting cycle and is more recent than
the data used during the most recent approval of this information
collection. Additionally, PHMSA is estimating that the revisions
made to the Gas Distribution Annual Report form will increase the
burden of this information collection by one hour per operator
annually.
