Motor carriers of property and
passengers, property brokers, and surface freight forwarders
operating in interstate or foreign commerce must register with the
FMCSA. As a condition of registration, these entities must
designate process agents for each State in which they operate on
Form BOC-3. This revision is due to a final rule entitled, "Unified
Registration System," that would add the requirement that exempt
for hire and private motor carriers use Form BOC-3 to notify the
Agency regarding their designation of process agents.

The program change decrease in
annual burden hours is due to a revised estimate of the affected
population. The previous 2013 revision was affected by an increase
in the affected population due to the URS1 rulemaking which
required all private and exempt for-hire carriers to file the form.
In the 2016 renewal, FMCSA projects 110,371 responses which
decreases the number of annualized burden hours. Annually an
estimated 75,371 new carriers will complete the Form BOC-3, and an
estimated 35,000 non-exempt for-hire and passenger carriers will
re-file.
