Abstract: The BLM is finalizing a rule to replace Onshore Oil and Gas Order No. 3, Site Security, with new regulations to be codified in the Code of Federal Regulations. The rule applies to Federal and Indian (except Osage Tribe) onshore oil and gas leases. The information collection activities in the rule will facilitate accurate measurement of oil and gas, production accountability, payment of royalties that are due, and will help prevent theft and loss.
