The BLM is finalizing a rule to
replace Onshore Oil and Gas Order No. 3, Site Security, with new
regulations to be codified in the Code of Federal Regulations. The
rule applies to Federal and Indian (except Osage Tribe) onshore oil
and gas leases. The information collection activities in the rule
will facilitate accurate measurement of oil and gas, production
accountability, payment of royalties that are due, and will help
prevent theft and loss.
The rule will result in program
changes to 1004-0137 due to the removal of 43 CFR 3162.75, and due
to the addition of new requirements. The program changes are
necessary to update production accountability, payment of royalties
that are due, and prevention of theft and loss.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
