Owners and operators of petroleum
refinery wastewater systems are required to keep records of design
and operating specifications of all equipment installed to comply
with the standards such as water seals, roof seals, control
devices, and other equipment. This information is necessary to
ensure that equipment design and operation specifications are met,
and the source is in compliance with NSPS Subpart QQQ.
There is an adjustment increase
in the overall burden in this ICR when compared to the previous
ICR. This is due to a correction from 135 in the previous ICR to
149 in this ICR renewal in the estimated number of petroleum
refineries subject to the NSPS. This ICR references the most
recently available industry information from the Refinery Sector
Rule reconsideration and is consistent with the source count for
NSPS Subpart J for petroleum refineries. In addition, this ICR
assumes all sources will take time to re-familiarize with the
regulation each year.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a
benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control
number;
If you are unable to certify compliance with any of
these provisions, identify the item by leaving the box unchecked
