agrees to prepare a nonresponse bias analysis for the 2017 Economic
Census (and of Island Areas) if response rates observed warrant
such an analysis per the standards established in OMB Statistical
Policy Directive 2. The agency agrees to submit such an analysis
and its recommendations for any change of procedure upon submission
of the 2022 Economic Census (and of Island Areas).

The 2017 Economic Census of Island
Areas covering 18 sectors (as defined by the North American
Industry Classification System (NAICS)) will measure the economic
activity of 51,072 establishments. The economic census, conducted
under authority of Title 13, United States Code (USC), is the
primary source of facts about the structure and functioning of the
territories' economies. Economic statistics serve as part of the
framework for the national accounts and provide essential
information for government, business, and the general
public.
On behalf of this Federal agency, I certify that
