As terms of clearance for this approval, the full ICR must specify and address all applicable collections of information relating to this program including the use of "similar joint, federal and state forms" and the use of "follow-on [phone] conversations" mentioned in the Request for Emergency Processing.

To provide needed information to evaluate requests for Department of the Army permits. This information is needed from applicants who propose to do work in Waters of the United States pursuant to Section 10 of the Rivers and Harbors Act or Section 404 of the Clean Water Act. This request covers the existing ENG 4345 form used for ~30 years and a new proposed form specific to the Nationwide Permits - proposed to be used in Mar 2017.
This collection was identified as a violation by OMB in association with a rulemaking for the National Permit. This emergency will be used to clear up this violation and continue on with this necessary collection. A full clearance will follow that fully encompasses the USACE permit scope."
