Under 18 USC 842 (f), ATF requires inventory records of explosive materials kept by licensees and permittees in order to determine whether any unlawful diversions of explosive materials have occurred. The records show the explosive material inventories of those persons engaged in various activities within the explosives industry and are used by the government as initial figures from which an audit trail can be developed during the course of a compliance inspection or criminal investigation.
