An annual survey is conducted to
collect data on (1) the number of children enrolled in educational
programs of State-operated institutions for neglected or delinquent
(N or D) children, community day programs for N or D children, and
adult correctional institutions and (2) the October caseload of N
or D children in local institutions. The U.S. Department of
Education is required to use these data to calculate allocations
under parts A and D of Title I of the Elementary and Secondary
Education Act, as amended by the Every Student Succeeds
Act.

There is an adjustment decrease
of -440 annual responses and -299 annual burden hours from the N or
D report form that OMB approved in 2011 due to the decrease in the
number of programs providing services to this population.
