The Securities Exchange Act of 1934,
as amended by the Commodity Futures Modernization Act of 2000,
established a procedure for Security Futures Product Exchanges and
Limited Purpose National Securities Associations to provide notice
of proposed rule changes relating to certain matters. Rule 19b-7
and Form 19b-7 implemented this procedure. Recently approved rule
changes require Self-Regulatory Organizations to electronically
file proposed rule changes submitted pursuant to Section
19(b)(7)(A) of the Securities Exchange Act of 1934.

The overall time burden
increased due to the addition of third party disclosure
requirements that were previously omitted. The reporting burden
decreased as the result of a decrease in the average number of
proposed rule changes filed over the past three years (previously
five on average per year and now three on average per year).
