The information collection
requirements specified in the Electrical Power Transmission and
Distribution Standard for Construction and the Electric Power
Transmission and Distribution Standard provide employees with safe
work practices that guard against exposure to electrical shock
hazards in workplace.

The Agency is requesting a
decrease of 86,997 burden hours from 452,091 hours to 365,094
hours. There was a decrease in the number of establishments and the
number of projects affected. The number of establishments affected
has declined by 4,661 establishments from 24,407 to 19,746 and the
number of projects affected has declined by 178,024 projects from
932,061 to 754,037. Also, the decrease is due to the removal of
burden hours associated with OSHA requests to access records from
employers. Usually, OSHA requests access to records during an
inspection. Information collected by the Agency during the
investigation is not subject to the PRA under 5 CFR 1320.4(a)(2).
Therefore, OSHA takes no burden or cost for OSHA requests to access
records in this Supporting Statement.

1320.8(b)(3).
