This collection requires a railroad to
give notice to customers that it has a demurrage tariff. The rule
requiring notice conditions a railroad's ability to charge
demurrage on its having given, prior to rail car placement, actual
notice of the demurrage tariff to the person receiving rail cars
for loading and unloading.
The requested number of burden
hours is lower compared to the previous Information Collection
Request due to the initial burden associated with a new collection.
Because this is no longer a new collection, carriers will only be
required to serve the notice on new customers and customers with
materially changed tariffs, not all existing customers.
