This set of information collections has an impact on State, Tribal, local governments that wish to participate formally with the National Park Service (NPS) in the National Historic Preservation Partnership (NHPP) Program, and apply for and receive Historic Preservation Fund grants.

Authority to collect the information would expire. The NPS would have to halt the associated collection activity until OMB approval is realized. The 30-Day Notice needs rapid publication in the Federal Register prior to October 31, 2017.

The NPS, other Federal agencies, State, Tribal, and local governments, public and private organizations, and individuals use – to varying degrees – the data from these information collections to evaluate if State, Tribal, and local governments meet minimum standards and requirements for participation in the national historic preservation program and meet government-wide requirements for Federal grant programs. The decision by a State, Tribal, or local government to seek approval, certification, or funding is voluntary, but completing the information collections is required to obtain the benefits of participation.

State, Tribal, and local government partners use the information collections to demonstrate their eligibility for grant support, to document their compliance with statutorily-mandated responsibilities for historic preservation offices, to plan for and report on their historic preservation performance, and to demonstrate their contributions to the Federal-State-Tribal-local national historic preservation partnership.
