Justification for Change

3137-0071 General Clearance Grant Application and Post-Award Processes

IMLS is requesting a change to a previously approved clearance in order to change the grant program information sheet and form. This new grant submission expiration date of 07/31/2018, remains the same.

Previous request abstract:

IMLS requests delegation of authority to review and approve all agency information collection requests (excluding surveys, evaluations, and data calls used for policy-making purposes, under the Paperwork Reduction Act. The information collections in this package include all of the guidelines and instructions to (1) apply for IMLS support, (2) identify grant reviewers, and (3) complete post-award reports for the agency's grant programs. In a separate clearance submission (3137-0071) and justification, IMLS is requesting a three-year generic clearance for all forms used in its grant programs, including application materials and post-award reports.

The IMLS Program Information Sheet (PIS) form is used to gather information from applicants among all IMLS grant programs. The information gathered relates to the applicant's institution and additional information specific to a grant application.

Justification for changing, data elements:

Change Item F. Organizational Unit Type (Check One): by adding Digital Library to alphabetically ordered list. This item includes a more definitive description of which organizational unit types are accepted by the library and counted for the PLS.

Change Item 3b. National Leadership Grants for Libraries under ‘Select on project category’: remove National Digital Platform and Learning in Libraries. These project categories are null in void within the PLS.

Change Item 4. Performance Goals: Please add the following language under the Performance Goals title:

Select one of the following three IMLS agency-level goals: (a) Learning, (b) Community, or (c) Content and Collections. Then select at least one of the performance goals listed beneath it:

a. Learning

• Train and develop museum and library professionals

• Support communities of practice

• Develop and provide inclusive and accessible learning opportunities

b. Community

• Strengthen museum and libraries as essential partners in addressing the needs of their communities

c. Content and Collections

• Broaden access and expand use of the Nation’s content and collections

• Improve management of the Nation’s content and collections

• Improve preservation, conservation, and care of the Nation’s content and collections.
