Each vessel must:
Guards may be provided by the vessel’s crew; however, additional crewmembers should be placed on the vessel if necessary to ensure
that limits on maximum hours of work are not exceeded and/or minimum hours of rest are met, or provided by outside security forces
approved by the vessel’s master and Company Security Officer. As defined in the ISPS Code and incorporated herein, ‘‘Company
Security Officer’’ refers to the ‘‘person designated by the Company for ensuring that a ship security assessment is carried out; that a
ship security plan is developed, submitted for approval, and thereafter implemented and maintained and for liaison with port facility
security officers and the ship security officer.’’
Attempt to execute a Declaration of Security while in a port in the Federated States of Micronesia.
Log all security actions in the vessel’s security records.
Report actions taken to the cognizant Coast Guard Captain of the Port (COTP) prior to arrival into U.S. waters.
In addition, based on the findings of the Coast Guard boarding or examination, the vessel may be required to ensure that each access
point to the vessel is guarded by armed, private security guards and that they have total visibility of the exterior (both landside and
waterside) of the vessel while in U.S. ports. The number and position of the guards has to be acceptable to the cognizant COTP prior
to the vessel’s arrival.

The following countries currently do
not maintain effective anti-terrorism
measures and are therefore subject to
conditions of entry: Cambodia,
Cameroon, Comoros, Cote d’Ivoire,
Equatorial Guinea, the Federated States
of Micronesia, the Republic of the
Gambia, Guinea-Bissau, Iran, Liberia,
Libya, Madagascar, Nauru, Nigeria, Sao
Tome and Principe, Syria, Timor-Leste,
Venezuela, and Yemen. This list is also

Abstract: CBP Form I–418 is
prescribed by CBP, for use by masters,
owners, or agents of vessels in
complying with Sections 231 and 251 of
the Immigration and Nationality Act
(INA). This form is filled out upon
arrival of any person by commercial
vessel at any port within the United
States from any place outside the United
States. The master or commanding
officer of the vessel is responsible for
providing CBP officers at the port of
arrival with lists or manifests of the
persons on board such conveyances.

Abstract: CBP Form 1300, Vessel
Entrance or Clearance Statement, is
used to collect essential commercial
vessel data at time of formal entrance
and clearance in U.S. ports. The form
allows the master to attest to the
truthfulness of all CBP forms associated
with the manifest package, and collects
information about the vessel, cargo,
purpose of entrance, certificate
numbers, and expiration for various
certificates. It also serves as a record of
fees and tonnage tax payments in order
to prevent overpayments. CBP Form
1300 was developed through agreement
by the United Nations
Intergovernmental Maritime
Consultative Organization (IMCO) in
conjunction with the United States and
various other countries. This form is
authorized by 19 U.S.C. 1431, 1433, and
1434, and provided for by 19 CFR part
4, and accessible at http://www.cbp.gov/
newsroom/publications/
forms?title=1300.
