Section 1881(h) of the Social Security
Act, as amended by Section 153(h) of the Medicare Improvements for
Patients and Providers Act, authorizes the establishment of a
quality incentive program for renal dialysis facilities. Beginning
in CY 2016, renal dialysis facilities have been required to collect
and submit data on quality reporting measures to CMS using
Consolidated Renal Operations in a Web-Enabled Network (CROWNWeb);
in CY 2018, this will be increased to eight quality reporting
measures. Measures are added to the ESRD Quality Incentive Program
in order to ensure a measure set that reflects the appropriate
level of care and the most important areas of service furnished by
renal dialysis facilities. Measure data are intended to be publicly
reported.

The number of facilities is
expected to increase from 6,264 in CY 2017 to 6,824 in CY 2018. The
burden hours (averaged over 3 years) have increased from 1,917,852
to 2,883,626 due to 1) the introduction of 2 new measures in the CY
2017 ESRD PPS final rule beginning in CY 2018, 2) the introduction
of 2 additional new measures in the CY 2018 ESRD PPS final rule
beginning in CY 2019, and 3) use of more recent data when
estimating facility counts, patient counts, and wages in the CY
2018 PRA package.
