The burden increase to ICR 1 (Request PRC) is due to an actual increase in the number of responses and time burden and the burden decrease to IRC 2 (Pin/Password) is due to an actual decrease in the number of responses and time burden. The decrease to ICR 2 burden is larger and thus decreased the total annual responses by 1,000 and total annual time burden by 175 as documented in the justification.
