A.1 Circumstances Making the Collection of Information Necessary

To achieve our mission and meet our goals of promoting the RDoC Initiative and interfacing with the scientific community, the National Institute of Mental Health (NIMH) RDoC Unit is hosting a workshop on Environment and Development for researchers in the mental health field. The purpose of this workshop is to gather expert advice regarding best practices for incorporating environment and development into RDoC-informed research. The intended goal is to also integrate environment and development into the RDoC Matrix in a more systematic way.


A.2 Purpose and Use of the Information Collection

The proposed information collection serves as an opportunity for the NIMH RDoC Unit to garner opinions and ideas from experts on potential topics to be discussed at the RDoC Environment and Development workshop. Feedback from the survey will be crucial in developing the workshop agenda. In addition, distribution of the on-line survey will enable the RDoC Workgroup to solicit input from the research community at large, as in-person workshop attendance will be limited to a smaller group of subject matter experts.


A.3 Use of Information Technology to Reduce Burden

The information will be collected via a pre-workshop online survey as it provides a convenient and cost-effective option for eliciting feedback from stakeholders. Respondents can complete the questionnaire at their convenience and the online format provides a user-friendly interface for answering questions.

Online surveys also provide tools for easy data analysis. This will be very valuable for summarizing survey responses. All information collected will be stored on the NIMH Headquarters Network, which is covered by a Privacy Impact Assessment (PIA) that includes all NIMH hosted web applications (see Attachments 2 and 3).


A.4 Efforts to Identify Duplication

This information collection is unique in that no other agencies, organizations or entities seek stakeholder feedback for the RDoC initiative. Hence, there will not be any duplication of efforts.

A.6 Consequences of Collecting the Information Less Frequently

This large-scale data collection will allow for greater participation in the workshop, inclusivity, and representation of views from the mental health field. Failing to collect this information may lead to a workshop that is neither relevant to participants nor fulfills the intended goals of the RDoC Unit.


A.7 Special Circumstances Relating to the Guidelines of 5 CFR 1320.5

This survey will be implemented in a manner that fully complies with 5 C.F.R. 1320.5.


A.8 Comments in Response to the Federal Register Notice and Efforts to Consult Outside Agency

A.9 Explanation of Any Payment of Gift to Respondents

Respondents will not receive any payments or gifts for completing this survey.


A.10 Assurance of Confidentiality Provided to Respondents

Respondents participation in this survey is voluntary, and they retain the right to skip any question(s) they would prefer not to answer. No personally identifiable information will be collected. Information collected will be private to the extent permitted by law, and will follow the Privacy Act guidelines as set out by the NIH Office of Management Assessment (https://oma.od.nih.gov/DMS/Pages/Privacy-Program.aspx).


A.11 Justification for Sensitive Questions

NIMH does not anticipate asking any sensitive questions of respondents.


A.12.1 Estimated Annualized Burden Hours

The estimated annual burden hours are 100 hours. Time spent on each question will vary due to question type. Some questions will require a more detailed response while other questions will provide respondents with multiple choice options.

A.13 Estimate of Other Total Annual Cost Burden to Respondents or Record Keepers

There are no additional costs other than the respondents’ burden given in section A12. We do not anticipate any other costs for record keepers in terms of equipment or specialized analysis software, as existing NIH and NIMH headquarters equipment and software will be utilized to examine the information collected.

The federal oversight costs were obtained via public records for a standard GS-15 ranked employee in the Washington DC metropolitan area. Contractor cost was obtained by averaging the salaries of contract employees who work in the RDoC Unit who would be conducting the data analysis. There are no other additional operational expenses or expenses which would not normally have been incurred. Most of the data analysis will be conducted electronically and will not require any printing or special equipment.

A.16 Plans for Tabulation and Publication and Project Time Schedule

Survey responses will be analyzed internally to help the RDoC Workgroup assess potential topics and areas to address during the upcoming Environment and Development workshop, planned for Fall 2019. Feedback will be extremely useful in creating a workshop agenda and determining potential speakers and attendees.
