Abstract: To provide a description of the independent review of applications process at the State and Local Educational Authority levels, its results, and its overall effectiveness in reducing administrative certification error. There is currently no other effort that can address the research objectives of the proposed study.

Short Statement: This is a new information collection request for a study which will provide key information about the processes and overall effectiveness of the Independent Review of Applications requirement. This collection will add 1,192 responses and 433 burden hours to OMB's inventory as a result of program changes.
