The 2017 WHIP establishes the requirements for eligible producers who suffered eligible crop, tree, bush, and vine losses resulting from 2017 hurricanes and wildfires as specified in BBA. The information collection is necessary for FSA to evaluate the application and other required paperwork for determining the producer’s eligibilities and assist in producer’s payment calculations.
The Farm Service Agency (FSA) is requesting EMERGENCY CLEARANCE because USDA Secretary directed the FSA to provide disaster assistance through the 2017 WHIP and Citrus Trees Block Grant to FL to eligible producers who suffered crop, tree, bush, and vine losses related to hurricanes and wildfires occurring in calendar year 2017. The 2017 WHIP sign-up period is from July 16, 2018 to November 16, 2018. All 2017 WHIP payments are expected to be completed by December 31, 2019 due to the funds no longer being available.
