This submission is being made as a
non-substantive change request to an existing information
collection pursuant to 44 U.S.C. § 3507. This submission seeks to
move the Letter of Credit requirement from OMB Control Number
3060-1200 to OMB Control Number 3060-1256. Within 10 business days
of announcement that a winning bidder is technically and
financially qualified to receive rural broadband experiment
funding, the winning bidder must provide an irrevocable stand-by
original Line Of Credit that has been issued and signed by the
issuing bank, along with an opinion letter from legal counsel. By
moving this requirement, it will allow the Commission to
discontinue OMB Control Number 3060-1200, which will therefore
result in a reduction in the Commission’s information collections.
There are no changes to the burden hours and there are no costs
associated with this information collection. Under this information
collection, the Commission will use this information to collect
disclosures and certifications adopted by the Commission that must
be made by Phase II auction winning bidders seeking to become
authorized for Phase II support. The FCC Form 683 will be used by
entities to become authorized to receive Phase II support.

respondents, 800 total annual responses, and 5,600 total annual
burden hours.
