This information collection assists NHTSA in monitoring the importation of motor vehicles and motor vehicle equipment to ensure compliance with the federal motor vehicle safety standards and to ensure the registered importers of Motor vehicles that do not comply with all applicable federal motor vehicle safety standards are qualified to hold and retain the status. NHTSA’s office of the safety compliance are the recipients of this information. Responding to the collection is mandatory for those seeking to import motor vehicles and motor vehicle equipment. Those Importers of motor vehicles and motor vehicle equipment, including registered importers of motor vehicles that do not conform to all applicable federal motor vehicle safety standards have to respond. This collection has both reporting and recordkeeping requirements. The information is collected whenever a motor vehicle or motor vehicle equipment is imported. Some aspects of the collection (i.e., register importers registration) is made whenever a person or entity applies to become a registered importer. Other aspects are made annually, such as when an importer who is already registered with NHTSA seeks an annual renewal of its registration. Information about motor vehicles and motor vehicle equipment that are imported into the United States; information about registered importers of vehicles that are not originally manufactured to comply with all applicable federal motor vehicle safety standards.

The information collection associated with NHTSA’s importation program was last approved by OMB, significant changes have taken place that impact the information collection and the assessment of its burden on affected members of the public. These have resulted, in part, from the increasing strength of the U.S. Dollar against foreign currencies, particularly the Canadian dollar, which has led to a significant increase in the volume of vehicles imported from Canada. Another factor that has impacted the information collection is the transitioning in the filing of NHTSA-required import data from U.S. Customs and Border Protection’s (CBP’s) legacy Automated Commercial System (ACS) to the new Automated Commercial Environment/International Trade Data System (ACE/ITDS). The changes in the vehicle importation program have produced more than a four-fold increase in the hour burden associated with all aspects of the program, from an estimated 61,882 burden hours reported in 2013, to a current estimated 243,317 burden hours.
