In connection with this disease prevention mission, the USDA’s Animal and Plant Health Inspection Service (APHIS) operates animal quarantine facilities and also authorizes the use of privately owned quarantine facilities for certain animal importations. Also to establish standards for the approval of permanent, privately owned quarantine facilities for horses.
