The Foreign Trade Zones Act and
Regulations require an application from a firm or organization that
applies for foreign-trade zone (FTZ) status, for subzone status, or
for expansion of an existing zone. Applications must contain
detailed information on facilities, financing, operational plans,
proposed manufacturing operations, need, and economic impact. The
FTZ Board needs complete and accurate information because the Board
is required to make public interest determinations on FTZ
proposals.
The variance in the change in
burden hours, both increases and decreases, is due to the change in
the number and type of applications that the FTZ Board receives on
an annual basis. The cost to the respondents has decreased due to
the elimination of the requirement that applications be submitted
in paper form in addition to being submitted electronically as
well.

1320.8(b)(3).
