Short Statement: The total annual hour burden is 20,731 hours. Because rule 139b is a new rule, there is no prior existing annual burden. The increase in burden hours, therefore, is equivalent to the total annual burden hours of 20,731. We do believe there to be an external cost burden associated with the new rule.
