Authorization and Confidentiality Assurance



National Center for Education Statistics (NCES) is authorized to conduct NAEP by the National Assessment of Educational Progress Authorization Act (20 U.S.C. §9622) and to collect students’ education records from education agencies or institutions for the purposes of evaluating federally supported education programs under the Family Educational Rights and Privacy Act (FERPA, 34 CFR §§ 99.31(a)(3)(iii) and 99.35). All of the information provided by participants may be used only for statistical purposes and may not be disclosed, or used, in identifiable form for any other purpose except as required by law (20 U.S.C. §9573 and 6 U.S.C. §151). In accordance with the Confidential Information Protection provisions of the Foundations of Evidence-Based Policymaking Act of 2018, Title III, Part B, Confidential Information Protection and other applicable Federal laws, [your/your child’s/each student’s - as applicable] responses will be kept confidential and will not be disclosed in identifiable form to anyone other than employees or agents. By law, every NCES employee as well as every NCES agent, such as contractors and NAEP coordinators, has taken an oath and is subject to a jail term of up to 5 years, a fine of $250,000, or both if he or she willfully discloses ANY identifiable information about students. Electronic submission of each student’s information will be monitored for viruses, malware, and other threats by Federal employees and contractors in accordance with the Cybersecurity Enhancement Act of 2015. The collected information will be combined across respondents to produce statistical reports.

Student Debriefing Questions in English for Mainland US

and in Spanish for Puerto Rico


After all students have finished the assessment in each session, field staff will conduct a debriefing activity with the students. Field staff will ask the debriefing questions out loud to the group of students. The questions may be paraphrased, and additional follow-up questions, such as those indicated in the bulleted lists below, may be asked. Students will respond by raising their hands and by calling out responses, as appropriate. Field staff will use their discretion about whether some or all of the questions will be asked, depending on the amount of prompting the students require, and on the amount of time remaining. The debriefing session should not exceed 10 minutes. Field staff will write down the students’ responses to the questions.



  1. What did you like the most about the assessment? [Follow-up questions may include:]

    • Can you explain that more?

    • What did you like the least about the assessment?

    • What was missing from the assessment?

    • If you had to take a test, would you rather take it on a tablet, or on paper? Why?

    • What do you like most about taking a test on a tablet? What do you like the least about taking a test on a tablet?

Questionnaires


As part of the assessment administration, students will take a set of survey questionnaire items during their session. There is only one revised item being administered in 2021, Grade 8 Mathematics, 4b “Scientific (not graphing) calculator”. It was previously operational in 2015 Grade 8 Mathematics subitem 5b (VB517161). The item also appears in the Spanish 2021 Grade 8 Mathematics, 4b 9VR191772) and was used operationally in 2005 and translated into Spanish (2015 Grade 8 Mathematics BL item VB543267-BL). The rest of the survey questionnaires were previously approved and can be found in Appendix F, Item Library (OMB# 1850-0928 v.17). Not all of the items presented in Volume II will be administered in this Simulated Classroom Pretesting study. The number of items selected for each student will be appropriate to the time allocated. As the items for the 2021 NAEP administration are finalized throughout the development process, the final subset will be included in the eNAEP system for pretesting. As such, the earlier builds may include different items selected from the library in Volume II than the final build.
