as a clearing house for information on the scientific and technical
population of the U.S. This information allows for policy and
planning activities by officials of government, private industry
and academic institutions.

The burden impact increased
between the 2017 and 2019 survey cycles because of an increase in
overall sample size. The sample size for the 2019 NSCG is 148,000
cases whereas the 2017 NSCG sample size was 124,000 cases. The main
explanation for this sample size increase is an attempt to account
for the diminishing response rate in subsequent cycles and to
increase the number of foreign-trained doctorates in the
sample.
