For all 0570 forms included in this collection, not approved under 0570-0062, and used by any other agency other than RBS, RBS must convert this form to a common form prior to the next renewal and advise the other agency to submit their usage under a RCF. For all 0570 forms included in this collection, not approved under 0570-0062, and only used by RBS, RBS must merge the burden for their total agency use of this form into a single ICR under one OMB control number prior to the next renewal. Microdevelopment organizations seeking funding under this program will have to submit applications that include specified information, certifications, and agreements. This information will be used to determine applicant eligibility and to ensure compliance with the regulations and that funds are used for authorized purposes. Applications for continued participation in the program will include primarily any needed updates to the information submitted with the initial application.
Once an MDO has been approved for participation in the program, it must submit additional documents, reports, and certifications to the Agency. For MDOs receiving loans, the necessary documents are required around loan closing. For MDOs receiving grant funds, the MDO must submit a financial status report and request for advancement or reimbursement. In addition, all MDOs that are awarded funds under this program must submit quarterly reports to the Agency to provide information on their performance. Some grantees will also be required to submit other reports on occasion in the event of poor performance or other such occurrences that require more than the usual set of reporting information. Lastly, grantees that plan to spend technical assistance grant funds on administrative expenses must submit an annual budget of proposed administrative expenses for Agency approval.
There is a decrease in burden of 1,391 hours and 766 annual responses due to a decrease in the number of program applicants and correction in the calculation of burden hours and annual responses from the previous cycle.
