The information is to be used by CBP Officers to expedite the filing and processing of drawback refund claims, while maintaining necessary enforcement information to maintain effective administrative oversight over the drawback program.
CBP is requesting the emergency approval as that is the only option for submission ROCIS will allow when an ICR is associated with a Final Rule. This Final was previously submitted to OMB in December 2018, At that time the Supporting statement was also updated and submitted to OMB, It appears that the ICR was never updated by OMB when approval for the rule was made.
