A "homeless" person lacks a fixed, regular, adequate nighttime residence. This definition includes any individual who has
a primary night time residence that is a publicly or privately operated shelter for temporary accommodation; an institution
providing temporary residence for individuals intended to be institutionalized; or a public or private place not designated
for or ordinarily used as a regular sleeping accommodation for human beings; or a person under 18 years of age who
absents himself or herself from home or place of legal residence without the permission of his or her family (i.e., runaway
youth). This definition does not include an individual imprisoned or detained under an Act of Congress or State law. An
individual who may be sleeping in a temporary accommodation while away from home should not, as a result of that
alone, be recorded as homeless.

HUD defines a chronically homeless person as an unaccompanied homeless individual with a disabling condition who has
either been continuously homeless for a year or more, or has had at least four episodes of homelessness in the past three
years, where each homeless occasion was at least 15 days. To be considered chronically homeless, persons must have
been sleeping in a place not meant for human habitation (e.g., living on the streets) and/or in an emergency homeless
shelter during that time. Disabling conditions include substance use disorder, serious mental illness, developmental
disability (as defined in section 102 of the Developmental Disabilities Assistance Bill of Rights Act of 2000 (42 U.S.C.
15002)), post-traumatic stress disorder, cognitive impairments resulting from brain injury, or chronic physical illness or
disability. An individual who has been residing in an institutional care facility, including a jail, substance abuse or mental
health treatment facility, hospital, or other similar facility, for fewer than 90 days and met all the criteria in the above
paragraph before entering that facility is considered chronically homeless. A family with an adult head of household (or if
there is no adult in the family, a minor head of household) who meets all of the criteria in the above paragraph of this
definition, including a family whose composition has fluctuated while the head of household has been homeless.
