Apple and grape exporters must obtain inspection and certification of apple and grape shipments to foreign buyers. Information regarding each shipment is placed on shipping containers. Carriers (shippers) retain copies of the certificates.

Changes in burden estimates are the result of fluctuating trends in commercial shipments associated with the number of FSIP personnel who are available to inspect shipments submitted for export. Additionally, improved tracking capabilities that FSIP program managers incorporated over the last few years have heightened their ability to quantify the work performed inspecting covered commodities.
