This collection covers the information
collection requirements found in various sections in the Motor
Vehicle Safety Act of 1966 (Act), 49 U.S.C. 30101, et seq., that
require manufacturers to notify NHTSA of safety defects and
noncompliances with Federal Motor Vehicle Safety Standards (FMVSS)
in motor vehicles and equipment, as well as the provision of
information relating to the ensuing owner and dealer notifications
and free remedy campaigns that follow those notifications. Other
collection requirements include submission of certain information
related to tire recalls and the proper disposal of tires, and the
reporting of sales and leases of defective or noncomplaint
tires.
Adjustments to the estimates
detailed in Items 13 and 14 are due, first, to a change in the
number of safety recalls and number of distinct manufacturers
filing recalls. We previously estimated that NHTSA administers an
average of 963 recalls each year, with 274 distinct manufacturers
filing. However, NHTSA now administers an average of 988 recalls
each year (using updated figures from 2016, 2017, and 2018), with
249 distinct manufacturers. Second, adjustments are also due to a
change in the average number of tire recalls a year, from 12 now to
11. Third, adjustments are due to incorporating labor-related costs
using data from the BLS. And fourth, adjustments to the estimates
detailed in Items 13 and 14 are due to the consideration of
comments, which resulted in revising upward burdens associated with
NHTSA’s Coordinated Remedy Order (as amended on December 9, 2016),
addressing the Takata recalls and requiring affected vehicle
manufacturers to conduct supplemental owner notification efforts in
coordination with NHTSA and the Independent Monitor of Takata.
